Proposition BThe code of ordinances of the City of Abilene, Texas shall be amended by enacting an ordinance outlawing abortion within the City of Abilene, declaring Abilene a sanctuary city for the unborn, making various provisions and findings, providing for severability, repealing conflicting ordinances, and establishing an effective date. Proposition EShall Section 58 of the City Charter of the City of Abilene be amended to remove the provision that the parks and recreation board is responsible for the implementation of the parks and recreation policies throughout the city? Additional Information This proposed amendment would eliminate "and shall be responsible for the implementation of such policies throughout the city" so that the City Manager, Parks and Recreation Director, and Parks and Recreation staff work to implement the policies that are recommended by the Parks and Recreation Board and approved by City Council. |

Proposition FShall Section 63 of the City Charter of the City of Abilene be amended to read that the director of the parks and recreation department shall be appointed by the city manager, shall serve as the regular technical advisory of the parks and recreation board, and shall have the status of a director of the department and have such other duties and responsibilities as the city manager may establish? Additional Information The proposed amendment to the Charter would revise this to state that the Director of Parks and Recreation shall be appointed by the City Manager, shall serve as the regular technical advisor of the Parks and Recreation Board, shall have the status of a director of a [City] department, and shall have such other duties and responsibilities as the City Manager may establish. |

Proposition GShall Section 84 of the City Charter of the City of Abilene be amended to remove the provision that the planning and zoning commission shall submit annually to the city manager a list of recommended capital improvements which, in the opinion of the commission, are necessary or desirable during the forthcoming five year period? Proposition HShall Section 137 of the City Charter of the City of Abilene be amended to read that police officers and fire fighters shall abide by the applicable civil service statues governing political activities? Additional Information At present, the City Charter reads: "No appointed or hired employee on the payroll of the City shall make a contribution to the campaign fund of any person seeking election to city office or to any political party supporting a candidate for election to a city office, nor shall he be solicited for this purpose; nor shall he take active part in any political campaign relating to an election to a city office." State law allows civil service (police and fire) employees different privileges on what is acceptable behavior during local elections. This proposed Charter amendment removes any confusion as to whether or not Abilene Police Officers or Abilene Firefighters may participate in an election to a city office. |
