Development Corporation of Abilene

The Development Corporation of Abilene (DCOA) works to provide incentives for public and private enterprises to locate and expand business in Abilene.

The DCOA was formed in 1989 as a Type A municipal economic development corporation when Abilene became the first city in Texas to adopt a sales tax for economic development. Through the collection of a half of one percent local retail sales tax, the DCOA has helped existing and new employers create, retain, and grow thousands of jobs, and hundreds of millions of dollars in new investment in our community.

The DCOA's Board of Directors is appointment by Abilene City Council. The Board then appoints a Chief Executive Officer who acts as head of DCOA operations and staff.
