[ARCHIVED] Solicitation for 1 Inch Meters

Pedal Valves, Inc. (PVI) is seeking solicitations to furnish 1” water meters for the City of Abilene. The parameters required are as follows:

  • 1” Solid State Meters – Quantity = 5,500 (no other types of meters will be accepted)
  • All meters must be AWWA standard thread with 10-3/4” lay length
  • Have 6’ wire with Nicor connector
  • Must be capable of transmitting alarms to the Aclara system
  • Include freight with your unit pricing
  • Project is tax exempt
  • Provide detailed delivery date expectations (Abilene desires to be complete with the project as soon as possible; project completion date by 05/17/2021)

Award will be based not only on pricing but also how quickly meters can be delivered to the City of Abilene.

PVI reserves the right to reject any or all proposals or to waive any informalities in the proposals.

This contract is subject to the Environmental Protection Agency's (EPA) Disadvantaged Business Enterprise (DBE) Program, which includes EPA-approved fair share goals toward procurement of Minority and Women-owned Business Enterprise (M/WBE) businesses. EPA rules require that applicants and prime contractors make a good faith effort to award a fair share of contracts, subcontracts, and procurements to M/WBEs through demonstration of the six affirmative steps. This contract is to be funded through a loan obtained from the Texas Water Development Board as part of the Clean Water State Revolving Fund. There are a number of special provisions for this funding that bidders, by submitting a bid, acknowledge understanding, including the following: A contract is contingent upon release of funds from the TWDB. Any contract or contracts awarded under this Notice to Bidders are expected to be funded in part by financial assistance from the TWDB. Neither the State of Texas nor any of its departments, agencies, or employees are or will be a party to this Invitation for Bids or any resulting contract.
